Mission:
Health & Recreation for All Ages! The Hi-Line Pool and Recreation Foundations primary goal is to enhance the recreational opportunities in the Hi-Line communities for people of all ages. Our secondary goal is to increase commerce and economic development in the community through high quality recreational opportunities. Our Mission is to establish and maintain quality public recreational programs that will promote the health and well being of our children and the Hi-Line Community as a whole. Simply said: Health and Recreation for All Ages! Our Primary Objective to date is to build a new swimming pool facility! Liberty County is located in north central Montana on Highway 2, also known as the "Hi-Line". The county seat, Chester, touted as the "Heart of the Hi-Line" sits 60 miles west of Havre, MT, 95 miles northeast of Great Falls, MT, and 45 miles south of Canada. County population is nearly 2000 of which 20 % are children 18 years of age or younger. Per capita income for Liberty County in 2000 was $20,081, down slightly from the the 1990 figure. Liberty’s economy is
dominated by natural resource extraction, including agriculture and oil
and natural gas production. Additionally,
government services, including the local hospital and school system, are
important parts of Chester’s local economic base. The swimming pool serves a population of several towns of similar demographics in a 60-mile radius including Chester, Joplin, Inverness, Rudyard, Lothair, Whitlash, Ledger, Galata and Fort Benton. The swimming pool is a vital part of health conditioning, rural socialization, community development and is also a source of educational opportunities for children and adults alike. The swimming pool is currently in desperate need of upgrading to meet the needs of all citizens of the Chester community and in outlying areas. The residents of Liberty County have been consistent in their approval for the construction of a new swimming facility. The Liberty County Strategic Plan, which was completed in December of 2001, listed a new swimming pool as an important goal. A new pool was adopted as a Community Objective in the Strategic Plan, after the Liberty County Needs Assessment Survey indicated over 70 percent support of responders for “improvements and/or development” of a swimming pool. The HLP&RF has written and verbal support from the Town of Chester, the Liberty County Commissioners, Chester Joplin Inverness School District and the Liberty County Chamber of Commerce as a viable project for our area.
